You follow the road out towards the direction the Caravan was supposed to come from and see a caravan with a broken wheel off the side of the road. You can't see anyone from your current vantage point.
What do you do?

Approach with great caution and keeping hidden, while keeping my eyes open for any signs of traps or ambushes that I might be able to spot.

You barely[/] make it to the Caravan undetected. You are in front of the caravan, but can hear voices from the rear. It doesn't sound like an altercation, but it also doesn't sound like the fixing of a wheel.
What do you do?

You come upon an interesting scene of the caravan driver giving the goods to a group of bandits while the bandits prepare to give him some fake injuries. It seems the caravan driver was involved in a ploy to steal the goods when the broken axle held him up.
What do you do?

I'll suddenly appear to the group of bandits, (hopefully) surprising them. I will speak in my most authoritarian voice (which time as a bard has honed) and exclaim to them that I have seen what they are doing, and there is the town guard approaching in a few moments. I will give them all a chance to run, if they don't want to be arrested. (rolling for diplomacy):
